The most common Quantcast configuration mistake is assuming that deploying Quantcast Choice as the CMP addresses all Quantcast data collection. The measurement beacon and the CMP are separate products with separate data flows that need to be configured independently.

Quantcast Choice managing consent for other vendors does not automatically gate the quantserve.com measurement beacon. Without an explicit consent condition for the beacon, it fires for all visitors regardless of their consent state.
Audience profiling data used for advertising targeting
Behavioral data collected by the quantserve.com beacon feeds Quantcast's advertising products, which model audiences and sell targeting capabilities to media buyers. That data flow is an advertising data processing activity requiring a consent basis.
IAB TCF participation creates consent chain complexity
Quantcast participates in the IAB Transparency and Consent Framework. Sites relying on TCF to handle Quantcast consent may have a consent signal reaching Quantcast at the bidding layer that does not correspond to whether the measurement beacon is actually blocked on the page.

Sites using Quantcast Choice need to explicitly consent-gate the measurement beacon as a separate step
Quantcast Choice can be configured to gate the quantserve.com beacon alongside other vendors, but that configuration needs to be set up deliberately. Deploying Quantcast Choice without that configuration leaves the beacon ungated.
- The quantserve.com beacon should be explicitly assigned to an Analytics or Advertising consent category within Quantcast Choice or the active CMP.
- If Quantcast Choice is not the active CMP, the beacon needs a consent condition in the tag manager or through the site's JavaScript consent integration.
- GPC signal handling for the measurement beacon needs a blocking condition at the implementation level, independent of IAB TCF signals passed to Quantcast advertising products.
Regional compliance
Quantcast audience measurement is subject to the same consent requirements as advertising trackers
Audience measurement for commercial purposes is not a strictly necessary activity under GDPR. The quantserve.com beacon requires a valid consent basis in European jurisdictions. In California, behavioral data shared with Quantcast for audience modeling is subject to opt-out of sale and sharing rights under the CPRA, and GPC must be honored as a valid opt-out signal for that data sharing.
